On April 15, 2026, in Da Nang, the Department of Climate Change (Ministry of Agriculture and Environment), in collaboration with the United Nations Development Programme (UNDP) and PoA Carbon Vietnam Joint Stock Company, organized a workshop titled “Strengthening Capacity for Participation in Vietnam’s Carbon Market”. The event brought together representatives from government agencies, experts, and the business community in Central Vietnam - key stakeholders in the pilot phase of the carbon market for 2025-2026.

The workshop took place as Vietnam continues to develop its legal framework and infrastructure for operating a carbon market, aiming to achieve net-zero emissions by 2050. It is part of a series of activities designed to raise awareness and strengthen implementation capacity among local enterprises, ensuring readiness before the market becomes fully operational.

In his opening remarks, Mr. Nguyen Tuan Quang, Deputy Director General of the Department of Climate Change, emphasized the important role of the carbon market as an effective economic instrument in addressing climate change. He noted that Vietnam’s legal framework for the carbon market has largely been established, with key regulations issued to lay the foundation for both domestic operations and international integration. In particular, the simultaneous development of a domestic carbon market and expansion of cooperation under Article 6 of the Paris Agreement marks a significant step toward building a synchronized, modern, and globally integrated carbon market ecosystem.

In a recorded message, Ms. Francesca Nardini, Deputy Resident Representative of UNDP, highlighted the central role of businesses in the success of the carbon market. She affirmed that the national registry system for greenhouse gas (GHG) emission allowances and carbon credits serves as a core infrastructure to ensure transparency, credibility, and traceability of all market transactions. According to her, the development of a carbon market is not only an environmental policy but also a driver for green and sustainable economic transformation. She reiterated UNDP’s commitment to closely collaborate with the Government of Vietnam, the private sector, and development partners to ensure the successful implementation and operation of the domestic carbon market, while expressing hope that the training program would provide practical knowledge, foster dialogue, strengthen collaboration, and encourage businesses to actively share experiences and raise questions throughout the discussions.

During the workshop, technical sessions were delivered in a structured manner, covering policy overviews, market mechanisms, and technical requirements for GHG inventories.
Mr. Nguyen Thanh Cong, Deputy Head of the Carbon Market Division, Department of Climate Change, provided updates on regulations governing the organization and development of Vietnam’s carbon market, clarifying tradable commodities, participating entities, operating principles, and the roadmap for both the pilot and official implementation phases.

Ms. Dang Hong Hanh, a UNDP expert and representative of PoA Carbon Vietnam, delivered an in-depth presentation on Vietnam’s Emissions Trading System (ETS), focusing on principles, responsibilities, and participation pathways for businesses. She emphasized that companies should not only comply with obligations but also treat emission allowances and carbon credits as assets, enabling them to optimize costs and enhance competitiveness.

Providing further insights into market operations, Mr. Le Nguyen Trung Thanh, Deputy Head of Market Supervision at the Vietnam Stock Exchange, introduced the carbon trading platform, including settlement, custody, and transaction monitoring mechanisms to ensure transparency and security for all participants.

From a technical perspective, Mr. Luong Quang Huy, Head of the GHG Management and Ozone Protection Division, Department of Climate Change, presented key requirements and recommendations for GHG inventories, stressing the importance of accurate data, internal management systems, and technical capacity in meeting compliance requirements.

Additionally, Mr. Dao Tuan Trung, Director of the Research, Analysis, and Product Development Center at VietinBank Securities, provided detailed guidance on account opening procedures, participation requirements, and necessary steps to enable businesses to engage in trading emission allowances and carbon credits.

In the afternoon session, focusing on hands-on guidance and demonstration of the national registry system for GHG emission allowances and carbon credits, Ms. Nguyen Thu Nga from the Carbon Market Division introduced the system, allowing businesses to directly access and familiarize themselves with its functions.

To further support effective use of the registry, Mr. Nguyen Tien Hai, UNDP expert and Director of PoA Carbon Vietnam, delivered a practical session on operational procedures within the system. A key highlight of the workshop was the hands-on exercises, where participants practiced activities such as account creation, depositing, transferring, and offsetting emission allowances through simulated scenarios.

The discussion session was highly interactive, with numerous practical questions from businesses regarding market participation procedures, challenges in emission inventories, and cost optimization strategies for compliance. Experts from government agencies, UNDP, and PoA Carbon provided direct responses, helping to address concerns and enhance business readiness. Under expert guidance, participants practiced essential transactions within the registry system in simulated environments.
Mr. Duong Anh Dung, Chief Technology Officer of ESGreen, introduced the EcoTrack smart GHG inventory system at the workshop. The system is designed to support businesses in fully digitalizing the GHG inventory process, enabling automation of multiple data processing steps, minimizing errors, and optimizing implementation time. It also integrates analytical tools that allow companies to monitor emission trends, supporting effective management and informed decision-making.

In his closing remarks, Mr. Nguyen Thanh Cong acknowledged the active participation of delegates and the business community, commending the open and practical exchanges throughout the program.
